The Vocational Education and Training Authority
(VETA) is an autonomous Government Agency established by the Act of
Parliament No. 1 of 1994. VETA is responsible for regulating,
coordinating, financing and providing Vocational Education and Training
in Tanzania. VETA is an equal opportunity organization.
The Authority is looking for qualified, competent, dynamic and committed Tanzanians to fill the following vacancies:
1. JOB TITLE: PRINCIPAL ACCOUNTANT (TWO POSITIONS)
Reporting to: Finance Manager
Location: VETA Head Office
(a) Direct Entry Qualification
i. Holder of Masters, Bachelor Degree/Advanced Diploma in Accountancy from a recognized University/Institution
ii. Must Possess full professional accountancy qualifications CPA (T) or its equivalent;
iii. Registered by the National Board of Accountants and Auditors;
iv. Must have good command of both English and Swahili languages;
v. Knowledge of Computerized Accounting System- Navision Dynamics is an added advantage;
vi. Must have at least four years’ experience in similar position.
(b) Duties and Responsibilities
i. Responsible for the day to day financial management and monitoring
including approval of funds according to annual plans and other budget
guidelines adopted by the Board;
ii. Advise the Supervisor on
financial issues and informs on the status of the Authority through
preparations of periodic reports and consultations;
iii. Serve as
the Financial Controller and Accountable officer for managing and
monitoring effective maintenance of the books of accounts for the
Authority;
iv. Coordinate the preparation of budget and monitoring of expenditures;
v. Coordinate and facilitates preparation of Financial reports for
relevant actors within the Authority and beyond (Members/Board, Donor
partners);and
vi. Responsible for overall review/development of
sound financial policies, systems and tools for the Authority on
periodic basis:
vii. Assists in the coordination of the
formulation, review and management of financial/accounting policies and
operating procedures/tools as well as the management of the accounting
systems;
viii. Co-ordinate and supports the auditing processes of
the Authority’s accounts once every year, and facilitates its review and
approval by relevant organs within the Authority;
ix. Oversee and
supports the Senior Accountant, Accountants and Accounts Assistant on
their day-to-day work, including verification and review of accounting
records on a periodic basis;
x. Assist in the facilitation and
coordination of the development and implementation of resources
mobilization strategies and management of the budgeting process to
ensure the financial sustainability of the Authority
xi. Verifies
payroll reports from Human Resource Management Systems and ensure that
are correctly linked with relevant general ledgers; and
xii. Perform any other duty assigned from time to time by a supervisor.
2. JOB TITLE: FINANCE MANAGER (TWO POSITIONS)
Reporting to: Director of Finance
Location: VETA Head Office
(a) Direct Entry Qualification
i. Holder of Masters, Bachelor Degree/Advanced Diploma in Accountancy from a recognized University/Institution;
ii. Must possess full professional accountancy qualifications CPA (T) or its equivalent;
iii. Must have at least five years’ experience in similar position;
iv. Registered by the National Board of Accountants and Auditors;
v. Must have good command of both English and Swahili languages;
vi. Knowledge of Computerized Accounting System- Navision Dynamics is an added advantage;
(b) Key Role
The
Finance Manager (FM) provides the overall vision and strategic
leadership to the programme support and management activities of the
Head office /Zone. FM deals with, qualitative management and plays a key
role in facilitating the Head office /Zone in planning and
implementation, resource mobilization, and financial accountability. FM
also takes a key facilitative and implementation role in the Head office
/Zone Office/ Centres area of finance and staff development.

A. Specific Responsibility
i. Facilitates the coordination and formulation of Annual/Yearly Work
plans that direct how the Head office /Zone will be implemented,
financed, monitored and documented systematically;
ii. Provides
timely and quality advice and support to the Directors/Regional
Directors, members and staff on finance issues during the course of
planning, implementing and monitoring the different activities in the
Head office /Zone;
iii. Ensures effective coordination of the
development, implementation and monitoring of Authority policies,
strategies, systems and tools in the areas of financial management for
sustainable Head office /Zone development;
iv. Participates in
planning, coordinating, implementing and monitoring of the day-to-day
activities in the areas of managing finances; and
v. Assists the Regional Director in facilitating Zonal Board meetings and any other relevant forum.
B. Finance and Accounting
i.
Advises the Regional Director on financial issues and informs on the
status of the zone through preparations of periodic reports and
consultations;
ii. Serves as the Financial Controller and Accountable
officer for managing and monitoring effective maintenance of books of
accounts for the zone;
iii. Participates in the (Coordinates) preparation of Head office/Zonal budget and monitoring of expenditures;
iv.
Participates/Coordinates and facilitates preparation of financial
reports for relevant actors within and outside the Authority on periodic
basis;
v. Participates in the formulation, review and management of
financial/ accounting policies and operating procedures /tools as well
as in the management of the accounting systems;
vi. Co-ordinates and
supports the auditing processes of the Head office/zone accounts once
every year, and facilitates its review within Head office/zone;
vii.
Oversees and supports the Finance staff at Head office/ Zone cost
Centres in their day-to-day work, including verification and review of
accounting records on a periodic basis; and
viii. Participates in the
facilitation and coordination of the development and implementation of
resources mobilization strategies and management of the budgeting
process to ensure financial sustainability of the Head office/zone.
C. Specific Support to the Zone cost centres on the following:
i.
Monthly review of financial data in the Navision System of all
Centre’s/Office’s within the Zone and ensure that transactions have been
correctly coded in terms of Activity Code & General Ledger Account
code and posted to the General Ledger on daily basis. This can be
achieved through a physical routine visit to the Centre or through a
remote connection to be established by the Authority;
ii. Monthly
review of Accounts Payable & Receivables and submit monthly report
to the Regional Director on the 10th day of the next month;
iii.
Review all Production income and expenditure and ensure that it is
properly accounted for and that, SDL funding is not mixed with the
Production fund;
iv. Ensure that Centre Principals and Regional
Directors are appraised with monthly progress report as part of
budgetary control system. This will ensure that, Sub-accounting officers
commit expenditure as per approved budget;
v. Review monthly bank
reconciliation statement and ensures that it’s approved and submitted to
the Regional Director, Chief Finance Manager and Centre Principals on
15th of the next month;
vi. Review Quarterly Interim Financial
Statement prepared by Centres /Offices within the zone, Consolidates and
submits to Regional Director, Director of Finance and Centre Principals
on the 15th of the first month after the end of the quarter;
vii.
Coordinate and supervise preparation of annual Financial Statements for
each Centres /Offices within the zone, consolidates and submits to Zone
Management on or before 31st July for approval, and submits to the
Director of Finance on or before 15th August of each year;
viii.
Review quarterly progress reports prepared by Centres /Offices within
the zone, consolidates and submits to Regional Director, Director of
Finance and Centres Principals on the 15th of the first month after the
end of the quarter;
ix. Review Centres /Office annual plans and
budget as per approved budget ceiling and consolidation of Centres
/Office Master Budget, submits to Zonal Workers’ council and Zonal Board
for endorsement then submits to Head office before 15th January of each
year;
x. Coordinate stock taking exercise and submits stock
valuation report to the Director of Finance on or before 15th August of
each year;
xi. Ensure that, backups of Centre/Office Financial
databases are done daily and a copy of the monthly backup is submitted
to Head office on the 15th day of the next month;
xii. Control Cash
flow Management by monitoring the movement of VET funds through block
funding for optimum utilization of Revenue;
xiii. Mentor and Coaches Bursars & Accountants; and
xiv. Regional Director/ Principals may assign any other duties as to him/her from time to time.
